I don't know any more than I know the old dude gave the kid an old school whoopin', but that's why I said "if". It's not that the kid cried or threw a tantrum - kids do that. It's parents that think this is not a problem in public. At a movie theater for example. Children are citizens and they need to be respectful of others just like anyone else and parents are responsible for that. If the parents aren't doing their job, then there should be consequences for them like anyone else.
