I can appreciate what Gruss is saying.  Very little irks me more than
a parent who does not try stop a child's crying while in public (or
better yet, on an airplane...that is always fun).

I would never call the cops, but I have made comments to the parents
or asked them to make an attempt to stop the kid from crying/carrying
on/etc. One time it even resulted in another diner at the restaurant
paying for our meal :D.
