If I remember correctly, in NY you were allowed to carry a pocketknife
as long as it was under 3 inches. After that it became illegal
anywhere in public if it was concealed.

I'm not justifying the punishment, just agreeing with TW that the
parents should have known better. He's six, parents know everything
they own and when they carry it.
