Paygo was passed, yes, over the objections of Republicans I might add
who were the ones to originally suspend it. Paygo is important but was
never meant to cover emergency situations. The extension of
unemployment benefits and continued funding of several agencies was an
emergency measure to keep things going while they continued to debate
budgets and priorities, which is where Paygo measures do, and wil
