That's fine, and understandable. But somewhere along the operation, things seem to have drifted from the rules of engagement to something else totally.
In my view the only correct response from the Military would be to START by saying,"Listen...our guys broke the ROE...they f***ked up. We're looking into ways to stop this from happening again. We're having guys go through retraining, refamiliarisation with our ROEs...new oversight.." whatever.If it should not have happened, and if the Military actually thinks that its a problem...then act that way. However, if the Military thinks it is just collateral damage, tough nuts sucks to be them,think of all the soldiers that have died...then I guess they don't really need to do or say anything. One should remember though that the Military force ultimately exists to serve the civilian populace. The ROE exists for a reason.
