Well said  and that is exactly what their response should have been.
Instead McChrystal and others try to brush it off, or in the case of the
raid I posted, try to cover it up.  That is poor leadership and poor
leadership is what leads to incidents like this.  When you have good
leadership, these instance are rare and not the norm.  Whether it is
prisoner abuse or soldiers going apeshit and raping and/or murdering
civilians...it is a direct result of poor leadership.  We saw the same thing
in Vietnam that we are seeing here.  I would say that is a symptom of an
occupation that has been in place too long...longer that our forces are
capable of supporting.  People start to not care, or are so angry after
seeing many friends die that they start to lose their humanity and end up
doing horrible things.  It's time for us to get the fuck out of dodge.

But somewhere along the operation, things seem to have drifted from
the rules of engagement to something else totally.

In my view the only correct response from the Military would be to
START by saying,"Listen...our guys broke the ROE...they f***ked up.
We're looking into ways to stop this from happening again. We're
having guys go through retraining, refamiliarisation with our
ROEs...new oversight.." whatever.If it should not have happened, and
if the Military actually thinks that its a problem...then act that
way.

However, if the Military thinks it is just collateral damage, tough
nuts sucks to be them,think of all the soldiers that have died...then
I guess they don't really need to do or say anything.

One should remember though that the Military force ultimately exists
to serve the civilian populace.
 The ROE exists for a reason.
