1. I feel safe in assuming your father and Canadians who vacation in FL 6 months out of the year were/are not here illegally.
2. I also feel safe in assuming that in those 2 cases, they could legally operate a motor vehicle based on the drivers license from their home country. I went to Scotland 2 years ago and drove all over the place. But I did so under my WV drivers license. I doubt I could gave gotten a Scottish license while I was there.
