yes. I got a Virginia license, and car insurance when I was down here on a J-1 
type visa (exchange scholar). The J-1 visa is an unofficial work-around for 
scientists and others visiting the US and working at an educational or research 
institute. It is not a work permit, although you are allowed to be paid by the 
sponsoring institution.
