It's slowly gaining, but at least it is gaining.  They are pretty
screwed...the hostile business climate was created by the financial crash
from years of deregulation on both sides. The lack of jobs coming from small
business is due to the fact that the small banks aren't lending to small
business.  The money that went to the big banks was supposed to trickle down
to the small banks, not disgustingly large bonuses to executives. I think
Bush gave it the coup de gras with all of the uncontrolled spending and a
tax cut for the rich.  Unfortunately that forced more spending to control
the freefall.

The economy needs to create over 100,000 jobs a month just to keep
pace with population growth. Do you know anyone graduating from
college this month? They are totally and completely screwed, and a big
part of the reason is the hostile business climate the President's
policies have created.
