It's slowly gaining, but at least it is gaining. They are pretty screwed...the hostile business climate was created by the financial crash from years of deregulation on both sides. The lack of jobs coming from small business is due to the fact that the small banks aren't lending to small business. The money that went to the big banks was supposed to trickle down to the small banks, not disgustingly large bonuses to executives. I think Bush gave it the coup de gras with all of the uncontrolled spending and a tax cut for the rich. Unfortunately that forced more spending to control the freefall.
