it was only into the 1920's or so that the entire concept of legal and
illegal immigration started. In the 19th century there were only
immigrants. I remember hearing of my great grandfather who initially
immigrated to the US then moved to Manitoba, then back to what is now
North Dakota, and then back again. No one checked his immigration
status on either side of the border.
