I have read about reports of Israelis not delivering supplies and taking them for themselves and stuff like that. There is no trust that the Israeli's will behave properly...plus the stuff they arbitrarily ban...things like cumin, and nutmeg, toys, as well as construction supplies as required by international law to allow for rebuilding of schools and hospitals. There was a good article about that on CNN the other day...I will see if I can find it.
