That's a strange thing to actually say directly to an applicant.

Personally, I think there is some validity to this thinking, but
employment status alone isn't the only factor.  Alot of other things
matter like what the local job market is like, what industry you are
in, how long the person has been unemployed...  Sometimes someone
chooses to be unemployed for awhile.  In an area like Detroit I would
expect to find alot of good candidates who've been unemployed for a
long time.  In an area like Atlanta I would expect to find some people
who may have a shorter period of unemployment (in the tech industry),
but few with really long periods.

As a side note, I also get frustrated by people who think that blindly
sending a resume to 100 companies every day is "looking for a job".
It's not.  It's called wasting your time.  I hate it when I hear
someone tell me "how many resumes they sent out".  If you are sending
out 100 resumes, you are doing it wrong.

This is true.  I hate news articles (or employer) who make broad
generalizations like this as if every situation is identical.
