We simply need a fourth official that sits in the tunnel and watches a
monitor. In half a second after a play the fourth official could be
reviewing the play from 16 different angles. The officials are already wired
and talking to each other through ear pieces as it is. In the case of the
goal against England the fourth official could just say into his mic "that
was in" and the head ref can whistle it down and award the goal. This could
transpire literally in seconds without interrupting the flow of the game. I
would also want this to occur when the ref blows a foul and is deciding
whether a card is given. The fourth official could review and say "straight
red" or "yellow" or "it was a dive, book him for simulation."

To me this would be a very simple solution that wouldn't interrupt the run
of play and would greatly enhance the game while still preserving it.
