The .45 acp is a "slow" moving round...slow enough that it is ineffective against body armor as far as penetration goes.

In fact, the opposite is true. The higher the muzzle velocity of the bullet, the faster it will enter the body, the quicker it will overcome resistance of the flesh/bone it is going through. You are more likely to knock someone down who is wearing a bulletproof vest than you are someone who is not because the vest does a good job of redistributing the force over a broader area. If you really want to knock someone backwards, hit them with something large and blunt. You'd have a better chance with something large caliber and low velocity because of the way that momentum transfer works.
