A .45 is slow moving compared to other penetrating bullets. It is still a penetrating bullet. A rubber bullet and a bean bag are meant to not be penetrative. That is the big difference and is exactly what your quote is discussing, hence why they talk about bean bags and rubber bullets being non-penetrative and used for knockdowns. You see a pattern here?
