Because of its slowness it has more knockback power than something like a
9mm and that is why many prefer it for its knockdown power.  They know that
if they hit their target, it's not going to keep moving forward and
potentially cause harm.  One or two hits from a .45 will do the trick, while
a round like a 9mm may require several (I have read about as many as 36 and
still surviving) hits before the target is dead or sufficiently stopped.

A .45 is slow moving compared to other penetrating bullets. It is
still a penetrating bullet. A rubber bullet and a bean bag are meant
to not be penetrative. That is the big difference and is exactly what
your quote is discussing, hence why they talk about bean bags and
rubber bullets being non-penetrative and used for knockdowns. You see
a pattern here?
