If you come to HR and tell them someone is harassing you, and they do nothing about it, you can sue the crap out of the company. They may be employed by the company, but they are not strictly there on the company's behalf. They are also advocates of the employees and as Hatton said, they are there to enforce compliance with the law as well. I would always go to HR before a union. unless you are reporting an HR employee's misbehavior I guess.
