I think that you may be not understanding the context in which Kris was stating this. What he's trying to say (at least how I take it) is equivalent to the recommended practice for handling guns: always assume that a gun is loaded and could kill you. That's not saying that guns are bad, its saying that the smart thing to do is to start with the assumption that the situation could be dangerous and then proceed with proper caution and respect. The same is true with police officers. You could be dealing with the nicest, most ethical, caring police officer in the world, in which case everything is going to be fine. Or you could be dealing with an officer who has a chip on his/her shoulder, who is pretty much cracked due to traumatic stress and workload, who is racist, etc. in which case things can go very wrong very quickly. You have no way of knowing what sort of person is carrying the gun, baton, cuffs and taser in front of you. It is a potentially dangerous situation and common sense dictates that you treat it accordingly.
