The appropriate section is here: p426-432 Sec 1031-1032 In section 1032, p 430, the language reads: 1032.b (1) UNITED STATES CITIZENS.—The requirement to detain a person in military custody under this section does not extend to citizens of the United States. So it seems pretty clear that in the final version of the bill (this version), this language does not apply to US citizens.
