I think it's a sense of entitlement. Anyone who gets everything for free all the time is going to feel entitled to continue doing no work and getting free stuff. You see this with rich kids alot because they get alot of shit for free. You'e less likely to see it in a parent who's earning that money. You also see it at other economic levels. The welfare recipient who has no motivation to work because they get everything handed to them is an example at the other end of the spectrum. There are many other examples in between. I'm not saying everyone should do any one thing - free school, pay for school, whatever.
