Barak was giving away rights to Jerusalem and Arafat said no. He was on record as going further than anyone else ever did, further than he should and Arafat said no. But the public record (and the private ones at the time) mean nothing when politics come around. A year later the story was 'altered' by people who weren't there and people who wanted to change the facts on the ground to 'restart' the process. Lie and hope the lie will cause peace. Riiiiight.
