pretty much. In an analogous situation, the economy is still a problem even if it's an inherited problem, and it matters that Obama took some of the steps he did. He got handed a tough problem, sure, but he didn't resolve it very well. By comparison, how hard is it to stop selling guns to Mexican drug lords?
