No. I also didn't say that it is a nonprofit. State-run Universities (and land grant schools, etc) were not set up as nonprofits. They are public agencies with a board of directors responsible to whatever government agency is responsible for overseeing higher education in that particular state. They fall under open records laws as public institutions. They submit budgets to the state.
