In every state budget I've worked with the last 20 years all of the items you listed as increasing have been cut - Head Start Programs, welfare, etc. Prison systems fall under law enforcement or judicial and certainly cannot be considered a social program. The fact that true social programs such as education are being to cut to support prisons is one the main issues facing the states, especially in states that are heavy on drug enforcement, are using overpriced corporate prison system, or have union issues like California with the prison guards. Educating illegals is simply a red herring that gets thrown into any debate about funding. Even the amount of money being allocated for health care has been cut, with many health programs for those most needy being drastically cut or eliminated.
On both the state and federal level, budgets cuts are universally directed at social programs. So show me any evidence you have that social programs have exploded. Just repeating it is not going to make it true.
