There was a serious flaw in that hypothetical.  It would only be comparable
if you were actively seeking the grant, as Ryan is actively seeking the
funding.

It's fine that he is working for his constituent.  He has done very little
effective work since entered Congress, so it is about time he does
something good for them.  But he seems to have a rule that it is ok to take
bad money as long as it benefits him.  Another example is his use of social
security when he needed it, but now stating that is wrong for anyone else
to have access to that same resource.
