Probably both.  Ohio had a lot of last minute changes to how they did
provisional ballots.  Plus everyone who votes in Ohio is apparently a
provisional ballot since they sent every registered voter an absentee
ballot, so if you come in and vote in person, you have to fill out a
provisional ballot to make sure you aren't double dipping
