I just realized what they did to cover their asses....they added a '?' at
the end of the headline.

It is not making a statement, rather, asking a question. The implication,
from the headline, is that he was suspended because he disarmed a student,
even though the first paragraph of the article states otherwise, but, by
then, most readers are already convinced he was suspended for disarming
a fellow student because the headline has steered them towards
that conclusion.

Very tricky.
