Lets not forget that ALEC is not an unbiased source, they do have a very conservative orientation, and are not averse to letting that colour any reports they may release. So unless there's confirmatory data from some neutral organization, or government economic data I'd take their reports with more than a grain of salt, much like the Heritage Foundation's recent very flawed immigration paper.
