The biggest cost for most companies is not taxes or land or construction, it's people. Tax structure, without a doubt, helps. The biggest thing, especially in the high tech arena, is a good supply of educated, well trained workers. That includes education systems to produce them and environments that draw them in from other locations.
Some companies, obviously, don't need educated, well trained workers. We have been losing those to other countries, however, as the supply of that sort of labor is significantly cheaper elsewhere.
