Negligent homicide is still homicide. Everyone knows is it against the law to drive impaired. If they do so anyhow, their intent is to place their convenience before the safety of others. They don't care if they harm or kill. Frankly, having lost several family members to drunk drivers, I think it drinking and driving should be a felony offense with forfeiture of any vehicle the person is driving.
