Here's the thing, aside from the "hey I get to smoke weed all day" bit,
AFAIK there isn't anything in the program rules saying that it can't be a
generational use issue.

I don't have time to look for them any more beyond the numbers I posted; I
could cite you anecdotal stories myself but the numbers are indeed
interesting.

As of 2013, 19% of recipients are only in the system for 18 months of less.
 Roughly the same amount have been in the system for more than 5 years.
 Where finding the numbers becomes a challenge is in identifying the
percentage of that 19% where their parents are also there.
