That should be handled at the classroom level. Common Core, or ANY standards for that matter, should never be leveled in a "one size fits all" approach at the micro level. No teacher worth their salt would conduct their class thusly.
Teachers have many techniques they use to try and continue to push along and challenge the advanced students in their classrooms, while spending extra time or attention, or perhaps trying other techniques, with those students who are struggling. I don't see where Common Core would have to change anything about that dynamic.
