Looking at the VA bill's history, it failed because Reid tried to push through a "PayGo waiver" (my words) which would release the Senate from finding the money from other cuts. That required 60% which they didn't have. However, so many of these things are presented as if they happen in a vacuum. There was another alternative that was proposed by the GOP that would have put the bill through with only a simple majority. At that time the GOP wanted tougher sanctions for Iran voted on but Reid would not put it to the floor for a vote. The proposed compromise on the VA bill was to allow a *vote* on an amendment to include the sanctions. And if Obama is the so-called compromiser, Reid is the shield that makes it so he doesn't have to. All it takes is Reid not allowing something to the floor for debate and any issue brought up by the GOP is null and void. You want a Congress that says "No" to everything, start with having a Senate Majority Leader that is not willing to allow debate and move on from there. Was tacking the Iran sanctions on to the VA bill the right thing to do? Maybe, maybe not... but it was Reid's decision to not allow the discussion to happen. Until Later! C.
