If we launched an attack on Mexico and they responded by attacking America I would expect civilians to die. It's ugly but it's just.
Especially in both the real and notional examples which have elected "representative" governments which makes the citizens morally responsible for the attackers actions. If anything it should be incumbent upon the local population to go after Hamas, but most people in Gaza support them.
