I broadly agree with the "strategic mistake" angle there, but as to the
"1,500 legitimate military targets? Really?" part...the answer might be
yes, really. I don't know about the numbers in this case, but as a general
strategy, Hamas is likely to disperse their weapons as broadly as possible.
They have a limited number of weapons and no real ability to defend a
military strong hold. If you can't secure your weapons from the enemy in a
small number of fortified places, then you go with the polar opposite
strategy, which is to locate some everywhere.

If you have 1,500 rocket launchers, then put them in 1,500 different
locations. Mix them in with civilian infrastructure as much as possible to
both disguise the items and potentially deter retribution for fear of
killing civilians. Hamas is not at a point where they are going to severely
impact Israel's military capability even if they had all of their missiles
together in a few places under expert control, so it makes a lot more sense
for them to go with a lot less centralized control and much wider
dispersement of those weapons.
