I absolutely agree and I'm not attempting to defend actions on any side. My
point was that the referenced article is dismissing the notion of there
being 1,500 military targets in the area out of hand, doesn't even try to
support anything, it's just "proof by hand waving". Maybe there aren't
1,500 military targets in the area, I don't have any way of knowing. My
point was that it isn't an absurd notion to think that it may be true.

If a significant portion of the population of Portland was involved in a
resistance/insurgent movement, I could easily see there being 1,500 targets
in my town. There are 18 houses and a community garden in my block. If we
say that 40% might be part of the movement and we utilize our communal
spaces well, you might be looking at 5-10 targets just on my block. I'd
guess that the number would probably be on the lower end of the spectrum,
but you expand that out to the whole city...that's a lot.
