And, yes, I agree that it is saying that the entire area is a target and
everyone there is subject to being collateral damage.  That's how urban
warfare with a resistance/insurgence bent to it goes. It sucks for the
people that don't want to be involved in the fight, of course, but it does
not make the reality that there may be 1,500 targets any less real.  And,
yes, casualties are going to be massive.  It's a major shitstorm there,
everything is awful, people are dying.
