The kind that kills the rocket crew outside the building but not the
civilians inside the building? Seems like a good idea to me.
These are the same rounds used by air marshals so they can shoot a hijacker
without piercing the plane's body.

The problem is that you can look at these rounds as people savers or people
killers based on how you want to look at them.
