I thought this was with held because it was being sent to Europe/Britain to
fight WWII ? I also thought this was made known to Japan. I also though
Japan's motive for attacking the US was something other then oil. They
wanted to take over most of the south pacific and wanted to make sure that
we couldn't do anything about it.
