The simplest thing to do is 1) Get a witness or multiple witnesses to the event(s) that are prepared to back you up. Document the incidents. A diary is very important to enable you to prove that this was not a one off, but consistant abuse by the guy. GET people to sign the diary entries as witnesses. This will take some time, but is important. 2) Discuss with your manager if possible, stating that you are to raise the issue with personnel/uber-manager and would like his/her support in this matter. 3) Go to personnel/uber-manager with issues.
You should discuss these issues on a one on one basis with your manager. What is your relationship like with your manager? Does the other guy go drinking with your manager? Talk to your work colleagues. Ask them if they feel the same way. Are you over-reacting because you think the guy is a techno-idiot and it winds you up that he has the ear of the boss? So now even the slightest comment/sneeze from the guy really REALLY annoys the hell out of you. How arrogant are you? Is it a personality clash? You could also politely ask the guy(in private, then in front of all other people if he doesn't stop) to refrain from the racist comments. You should also be prepared to leave. You won't regret leaving. TELL your manager you are thinking about leaving due to this individual's behaviour. How can he help you if he does not know how serious things are? Worst mistake you can do is just hand in your notice. The other guy WON! Your manager NEEDS to understand how SERIOUS this is and that you are prepared to take radical steps to resolve this unhappy bit of your life.
