But how does it serve the public good? Are the arguments about using other methods of 
identification invalid? I doubt that a birth certificate can show the identity of a 35 
year old, but don't social security cards have pictures?

I know it is rather common to have a drivers license serve as both a method of 
identification and as a proof of the skills necessary to drive, but it could serve the 
latter purpose without an unveiled photo.
