After 9/11, there was a big push for various types of national ID cards.
Most fell through because the driver's license was deemed acceptable.

I don't know how most of the proposals were laid out, but for pilots
they were adamant that it be a photo id. Pilot advocates successfully
convinced lawmakers and the FAA that since people already have a photo
id in the driver's license, that having that in addition to the paper
pilot's certificate was a more practical approach than trying to run a
whole host of photo id centers that would have required constant
updating of the photo and that would cost pilots and taxpayers. So now
the driver's license is actually a multi-purpose, government approved
photo-id.
