While they are not on the Drivers' License itself, when one gets one in Texas, they require evidence of your SS# and they record both thumbprints for the master record. If one does not drive, then a State ID card which has the same information and prints is issued. If you refuse to give your SSA account number, then they will not issue either the Dl or State ID.
Every banking institution, credit reporting agency all keep records of your drivers license number as well as your SSN. Credit card issuers are now frequently offering to imprint a photo on your Visa or MasterCard.
