All isps have had that phone call. Any time we gave anyone the dialup numbers we had to say, you have to check with the phone company to make sure this is a local call. Over here the issue is often people assuming that anything in the area code is local. Wrong. 505 is anywhere in New Mexico. But if the number is an Albuquerque number and you dial in from Las Cruces or Santa Fe it is definitely a toll call. Doesn't help that the Internet Connection wizard in Microsoft's infinite wisdom by default wants to add 1 + area code.
