I known that quite a few police departments out here in California will not 
allow you to smoke on or off duty.

Buena Park Police Department (the city I live in.)

"As a condition of employment, employees hired after January 1, 1987 shall 
refrain from smoking tobacco or any other non-tobacco substance at any 
time, whether on-duty or off-duty. Violations of this condition of 
employment shall be deemed good cause for dismissal."
