You don't make plans with financial forecasts to repair damage your planning (but have 
not yet begun) to cause... You hope you don't feel the need to cause the damage and 
then if and when you do _then_ and only then do you begin planning reconstruction. 
Forecasting the reconstruction doesn't work (you can't know what damage will be done 
or what it will cost to fix it, not mentioning the irreparable damage of lives lost, 
etc), and serves only to justify your own intended damaging actions, prior to the time 
when you feel it is necessary to actually perform those actions. Between the time of 
the forecast and the time of the act any number of things could happen, but you're 
much more likely to ignore changes in the landscape or climate in response to the fact 
that you already have planned the outcome of causing injury (not to mention the fact 
that people are planning their own lives and jobs and finances around this event). 
Which also marginalizes the person or people you're planning to injure. That's why 
it's evil. 

"I'm sorry, I know you solved the problem, but we've got several hundred people who're 
going to be out of a job unless we bomb at least one of your cities." 

I reaize that's an extreme statement, and it's said sarcastically, I know that 
wouldn't happen, but that's the exageration to make it humorous (and thus somewhat 
diffuse this message). :)
