I am speaking from experience.  Our military as a whole is not always as
ready to go as you would think. Mainly the first days are covered but it's
follow on supplies for extended stays (say over a week) that would have been
the major problem.   Not only that but we outsource a lot of things like
networking and communications that need to be put in place quick, not after
the years the normal acquisition process takes.

I understand your point, but chafe at the example.

"Have the troops starve"?  Are you seriously suggesting that we entered
Iraq with no plan to feed our troops?  That the only way to feed them
was to forfeit legitimate processes for "last minute emergency
decisions" involving politically valuable, no bid contracts?

I'm sorry, but I always suspect unwarrantedly extreme arguments.  They
tend to mask illicit behavior.
