Manditory sentancing was initiated by Ronnie Raygun and the elder Bush, and
really pushed for by the Republican controlled Senate.

Remember that both Kosovo and Bosnia were done under both UN and NATO
aegis. Iraq was not. We could not even get some of our closest allies to
participate. Moreover there has been a significant US troop reduction in
both Kosovo and Bosnia in the last year - well before Iraq was even a gleam
in the administration chickenhawks' eyes.
