Some people regard theft as a profession. Some deal in drugs, some people kill for hire. A reasonable society prevents these actions as much as possible, as well as preventing starvation.

If society forbids them to support themselves in certain ways that society finds unacceptable, society assumes the responsibility to support them to a reasonable extend.
