too often I experienced much the same thing. The company would hire a group
of people to work on a project, then get rid of them once the project is
done. That is except for the non technical people - project managers,
accounting/financial people, contracts specialists.
Aside from all the other problematical aspects of this (ramping up, getting
the group to actually work as a team etc), it seemed to me to be quite the
waste of manpower. Very frequently after the project was delivered and the
developers let go, the company would invariably get a new contract a few
weeks later and have to go through the entire hiring process and other parts
of starting up the project. If the company kept the original team on staff
for the 6 weeks or so of relatively low activity, that works much better in
the long term for the company. Moreover it doesn't even have to be downtime
- for example training and long term project development could go ahead.
This way the time is not wasted.
